We have the exact same issue here on three different machines. Hammer won't start, not even the process. Upon trying to launching the Model Viewer we're greeted with the error: "Unable to load manifest file 'scripts/game_sounds_manifest.txt'" This problem persists for all engine versions in the Source SDK. Addtionally it happened without me starting or using the Source SDK in a long time. So I doubt this problem created by my own actions. I've also tried verifying the tool integrity but it didn't change a thing. I've also tried Resetting Game Configurations and Refreshing SDK Content to no avail.
