c) Player is on older hardware that doesn't get along with PB
d) Player has either a bad monitor or card and has to tweak the brightness
and contrast settings in order to play and see what's going on. Last time I
installed PB (~5 months ago), PB complained about these players' settings.
e) Player has problems getting PB to install and run properly on their
system and really doesn't want the added headache to play a game.
f) Player hates having to make sure PB is running before joining the server.
g) others I can't think of. or remember my regulars complaining about...

Basically, any one of those will send users to another server. I really
don't have cheaters on my servers and it is usually pretty easy to spot them
out [in TFC] to where the many admins I have can easily ban them from the
server. Now that I'm installing ClanMod, admins can easily have a
screenshot or demo created on the user's machine from the player's point of
view (POV). Then, the admin can request that the player email those files
to them. Most players will have no problem with this. Those that do will
end up getting banned and can play elsewhere.

reluctance when it first came out because it was just different, some had
problems with stability, and people didn't really trust it. Nobody today
should have a problem with it unless they a) are cheating and want to avoid
being caught or b) are new to gaming and don't know what's going on...
