Its not the SBlive thats the problem, mine works perfectly (SBLive), the
crackly voice seems to be the exception in my case., I think your
situation is the exception as well.  Most people are really liking the
voice com and actually using it well on my servers.  Keep up the good
work Valve, but maybe you should document it a little better so we can
adequately fix problems like this!
