Exactly! This is a similar scenario on why/how WON Auth changed over the
years. It was pretty lax at first, if my memory serves me right. But, the
many CD-Key generators out there forced Valve to put more work into this.
The problems they encountered through the patches were slowly resolved.
Some issues that they had to overcome was creating a CD-Key and Auth System
that was not easily hacked and they also had to take in account for those
players that were disconnected from the server for some reason and then came
back on soon after. In the past, their prior connection was still active
which caused CD-Key problems with WON for duplication. What a mess this
caused, especially in matches where some players would have to wait 5-10
minutes (for their prior connection to timeout) before they were even able
to join a server again.
I'm sure that there are many legitamate reasons why the changes with CD-Keys
and WON IDs over the years and really, Valve is the only one that knows all
of them. It really doesn't matter except that it puts Valve into a position
of license enforcer because there are so many out there that break the law
daily. In this industry, that can kill a Gaming Developer. In fact, it has
done this to many great game development houses already over the years.
