I already explained, you install the client, pointing it at your c:\hlserver(or whatever yours is) directory. After it is installed, create a shortcut something like: c:\hlserver\hlds.exe -game cstrike +map de_dust +maxplayers 20

If you want to run a Counter-Strike server, you need to just install the client version of CS 1.3 into your dedicated server directory. Then, you activate it by changing the... eh...
