I've been communicating with another admin on the UA Forums regarding this:

The problem arose to where he was able to get everything else working except
for the "+motdfile" parameter.  The only difference is that he's trying to
do this in "Opposing Force Deathmatch in the Gearbox folder".

Does anyone else run that and have tested this?  Valve, is there something
else he should use for that game?
