The reason your port shows up as a random port is because your router does not have port 27015 forwarded. HLDS will make an outgoing connection on local port 27015. If the router does not have that forwarded to the outside world, it opens up a pseudo-random port instead, and that is what people see from the inside.
The IP address that hlds shows is the local network ip address of the machine it is running on. The ip address people see from the outside is the ip address your ISP assigns to you. What type of internet connection do you have?
