Do you know how to forward ports in your router setup page? I ditched my Linksys a long time ago, and don't remember the details, but you should be able to find port forwarding in the router setup. Simply add port forwarding for port 27015, UDP. I'm sure someone here that has a Linksys can give you more information, or RTFM or check the Linksys website - it's not that difficult if you can find the right page in the setup menu.
Also, make sure the firewall in the Westel is disabled. What model Westel do you have? Some of them have a router built in, others don't. I was supposed to have been sent the non-router model by my ISP, but instead they sent me the one with the built in router.
