First off, you can't have a 169.254.x.x address for a publicly accessible server. This range is reserved for stateless auto-configuration of computers. No ISP or home gateway (read: router/firewall) will give out addresses in that range. So what is most likely happening is you have an extra NIC on your computer that is not plugged into anything and when you check your IP that is the first one that comes up. Do this, bring up a command prompt (start | run | cmd) and type ipconfig/all and reply with your result.
