I have never had problems with steam and hlds on a lan. Make sure all is up to date, get clients to exit and NOT exit and logout then the servers should be sv_lan 1 and insecure etc. the servers should then load up without security module and then when the clients start up you should be able to start in offline mode and connect to lan servers.
