I'm running a server in the way that you mentioned

People on the LAN can connect to the server and play on the server with
players from the internet

There is really nothing special needed to get it running. I've just set
the server up as normal for public use and I've been able to connect to
it Via the LAN

Does the server show up in the LAN tab on the Steam server browser? Your
server will show up here not on the internet tab!

Check that you have a map running other-wise the server will not show!
(My mistake that caused me the headache!)

Check that the client has access to the internet (suggested in the last
post). Your client will need access to auth with steam and join the
server successfully. You can not be given a LAN ID on an Internet server

If you still don't have any success in finding the server on the
browser, try adding it manually in the favourites tab of the server
browser.

Finally, if still no Cigar... check the IP addresses of the server and
the clients.

For example if your server is in the 10.0.0.0 range and the client is in
the 192.168.0.0 range they might not be talking to each other. (A long
shot but I've seen some strange behaviour from servers and clients in
different ranges before)

Aah I see - think I misread this one...

If you run the server normally and the client you want to connect from
doesn't have a net connection to auth steam then im not sure if its
possible.

If it has a net connection you should be able to see it in the steam
browser.
If you don't have a net connection you could try offline mode and see
whether that will let you connect. However I doubt it will let you

Ok..so you're saying that I need to make the server insecure, and make

lan only? The server I'm running is open to the public, I just want to

able to get in on my own server via LAN, just myself no other players.
So
making the server insecure would be kinda futile since its open to the
public, and setting it SV_LAN 1 wouldn't that make it only LAN, and not
public?

I was hoping that I might have to have a different port open or
something to
get in locally.  Unlike 1.5 Won system, I had it open for public, but I
was
able to get in on LAN by typing the local ip of the server without
making it
insecure or sv_lan 1.

I hope thats not the only workaround for STEAM servers, because thats
kinda
pointless to have a LAN tab on servers, and it won't let admins in on
LAN
without getting that "Invalid Steam Ticket" error.
