No, it's still a res file, alfred explained it a few days ago on one of the mailing lists.

Maybe I'm wrong, but I think the old .res files are replace by new .lst files. I found some automatically generated .lst files in [ServerRoot]\cstrike\DownloadLists\ (on Win). Their content looks like this:
de_dust.lst
"maps\de_dust.bsp" "maps\graphs\de_dust.ain" "maps\de_dust.nav"
I think in Source admins have to use this new .lst files instead of .res files. I never tried, but I will do soon.
