I don't think hlds/srcds knows which game it is running, but only the
engine and the name of the mod directory. Somewhere steam would need to
figure out which game (not mod!) is actually being played, and if the
user owns a product needed to be allowed to play it. (There can be
multiple products that each give access to the same game.)
Im running a CS Source server, it knows what game its hosting.
I was going to answer:
It knows it is a source engine with a "mod" named cstrike, I don't think
it knows that is game id 240.
However..
But looking a bit closer, it seems like the source engine does know the
game id (gameinfo.txt). But I can't find the same thing for hl1 based
games. I also don't know how this should work for 3rd party mods, can
they supply their own gameinfo.txt?
Some random joins, gives me his steam id, I ask valve master server "does
this steam id own css?"
"No he does not"

Simple and possible.
We don't know how simple, but I agree it should work something like
this.
Should be done.
Yes.
This is fixable, I dont see why its taking so long.
I don't know either, but this discussion won't make it happen any
faster.
