It is actually a Windows registry setting STEAM being what it is though, I am not sure how unfeasible it would be to low level query the hardware MAC address of the NIC itself bypassing the OS altogether.
That being said, it still won't help you with Modem users who don't have a MAC address, well not one in the same way a NIC does.
