Stephen:
You might actually consider using Mattie's Event Scripts in this case.  We
don't use it on our servers, so I'm not familiar with it, but you may be
able to script an event such that when a player joins the empty server,
it'll end the round by triggering a win for one team or the other.  This
should fix the issue you're talking about.

This is something I have noticed myself as far as starting a new round/map.
When using mp_timelimit, if a player joins when round and map timer have
ended, it doesn't start the next round (and hence load the next map) until
one of the below described events has occurred (suicide or completion of
objective).  It would be helpful to add a condition where the server starts
a new round upon a player (not bots) joining an empty server, regardless of
whether the server is using bots.

I'm currently a counter strike source server, running only the
Mani-Admin mod plugin, so no Mattie Event Scripts or anything else like
that...

However, when the server is empty and a player joins, we've had
complaints of the bots not joining until the player commits suicide or
completes the objective and I've personally duplicated this myself.

When a player joins the server the round appears to have zero round time
left.  The bots don't join the server, because this correctly happens at
round start, but for some reason the round is failing to restart.
