Stephen: You might actually consider using Mattie's Event Scripts in this case. We don't use it on our servers, so I'm not familiar with it, but you may be able to script an event such that when a player joins the empty server, it'll end the round by triggering a win for one team or the other. This should fix the issue you're talking about.
Alfred: This is something I have noticed myself as far as starting a new round/map. When using mp_timelimit, if a player joins when round and map timer have ended, it doesn't start the next round (and hence load the next map) until one of the below described events has occurred (suicide or completion of objective).
