That is with only 1 server with people playing on, currently all are empty
and the cpu graph shows the cpu only floating between 0 - 4%.  The windows
services I found a good guide to which windows services can be removed in
windows xp at
http://www.sysinternals.com/blog/2005/07/running-windows-with-no-services.html
and 2003 has nearly the same services running by default (a good starting
point is a complete clean installation and make a ghost image of it on a
dvd, then if you remove too much and break windows it only takes 3 mins to
fully restore) I do notice that the cpu is a lot lower than cs source server
running on the same os but using different chips (p4 3.0 HT) which will only
run 2 x cs source servers at 100 tickrate before the cpu load gets too high
and the peformance suffers so perhaps this decrease in server load is down
to the new engine having better handling of dual core over hyper threading
or if windows is spreading the load across the 2 threads in a dual core
environment over HT I might try specifying which thread the processes to use
in firedaemon to see if this makes any difference/improvement.

If you can manage 3 x 20 100 tickrate DoD:S Server with only 30% CPU then
that is great.
What services did you disable in Window 2003 from the default install?
