Youd be surprised. I ran a TFC server for the longest time on a wireless
G connection on a cable modem. It ran fine even with it full (24 max).
Many service providers dont like you using that kinda bandwidth or
having that much synchrinization across the web for that long though so
you might wanna check your EULA with your ISP.

I would have thought running a gaming server reliably using a domestic
broadband Internet connection would be a definete no-no; the upload channel
of domestic broadband is insuffient for gaming server, or any kind of server
that will accept multiple clients. Better off renting a server hosting off a
company with the hardware if you're after a reliable server.

You are actually on a 256kbps upload bandwidth.
Set something along the lines of:

sv_maxunlag 1
sv_maxrate 5000
sv_minrate 1000
sv_maxupdaterate 12
sv_minupdaterate 10
sv_allowupload 0
sv_allowdownload 0

Sv_allow* will stop people from sending you sprays, and also stop people
from downloading maps.
N.B. Technically these rates are still too high for your connection. You
should look at the possibility of setting
sv_maxrate to 2500 or so, but I have not tested this low a rate for
playability. To get less jumpy performance you will
also need to drop sv_maxupdaterate, however I would not recommend going
much lower for decent playability (although it
will work). If you clients increase cl_interp you should have less issues
too, in terms of client smoothness.
