The test rig is an Intel P4 2.2GHz with 512M running Windows
2000 Pro, ide0 with the OS and ide1 with the game data. Starting up
with cs_assault, a changelevel to cs_havana takes 9.8 seconds the first
time, and between 4 and 4.5 seconds subsequent times. cs_compound
has similar times, about 9.84 the first load and 4.6 for subsequent
loads. de_inferno was the highest at 17 seconds initial and 4.7
the next time. In DoD:S both my test rig without Mani and my
24-slot servers with Mani loaded their maps within seconds of each
other (trenchwar was 13.5 and 13.9, as an example) their second and
subsequent times. I didn't restart the 24-slot servers to free up
cache, and they've been running without reboot for several days.

Test server load is 5 bots and my game rig connected via LAN.
Times were measured using one really cheap Timex on my left wrist.
Memory usage changes quite a bit during the mapchanges, but I can't
say for certain if it's srcds doing the caching, Windows, or a mix of both.

I hope this helps give you something to work with.
