I don't think that Adam was going to resell his server-services... Just to host 
some servers for him and his friends...  ;o)

And just to clarify, the sv_maxrate determines the maximum amount of bandwidth 
to use on one single client.
So it is not about hardware but bandwidth... If set too high, and at full load, 
the bandwidth would be saturated and causing lag, when the server would try to 
send the data using specified max-rate to all clients at same time.

Yes your hardware might not be abled to sustain an sv_maxrate above 10000, in 
this case I recommend not reselling SRCDS services, as you are duping your 
customers (unless you give it explicit mentioning in your terms of agreement. 
Personally I'd be incredably pissed if some GSP pulled that trick on me)
