for me it's not important who is guilty - but it's a fact that with IE 7 (which will come on most gamers machines soon automatically) the fast-download is not working without manual change.
other question - why is the built-in download from steam so slow and awfull? if this would be faster, we even will not need something external, right? valve is responsible that the built in download is extremly slow and unacceptable - the sv_downloadurl is just a workaround that they don't have to improve their own download.
