If you REALLY want people on your server, and no one is coming to your LEGIT server, scrap gaming and put up a porn site. That's a FAR better option than feeding the pirates, and it's completely legit.
Valve wants to be paid for their work. No one has the legal right to use their product to support people who did not pay for the game, whether it's your primary goal or not. That guy should simply take down his server and stop supporting piracy.
