Some time ago I had to make similar choice about The Ship. I could
host nosteam server and push nosteam client with my server address
built into it to few local torrent sites or just let this great game
go. It was difficult decision since I really love this game but I
decided to let it go. It was right thing to do even though I regret
it.

Should you want to change anything - find local game publisher and
talk to them. We had similar problem here in Russia, people were not
buying games for exactly the same reason - pirated games were cheaper
and it was difficult to buy the game without credit card. At the same
time pirates had huge distribution network over the country selling
millions of illegal copies for a few dollars each.

But as pressure to pirates grew and western publishers came to an
understanding that they are losing money situation began to change.
Western publishers made agreements with local publishers (most of them
are former pirates actually) so now most new games are available for a
fraction of it original price and now it more comfortable for former
pirates to sell legit games and have almost the same profit without
all those criminal risks. Orange box, for example, was sold for local
equivalent of 15 USD.

All CD-keys sold in Russia are restricted to Russia, so you cannot
play these games if your current IP address belongs to any other
region which is enough protection against fraudulent business of
selling cheap CD keys to other countries. My point here is that such
functionality is already built into Steam so it only a matter of
agreement between publishers.

This how it works in Russia and the same approach may work for your
country as well but you'll have to do a lot of talking outside of this
list...
