I'm with 1nsane on this one.

Start L4D first and ensure it's un-encrypted and playable.

Then copy the files across. I can verify that this DOES work. And seems to
be the only fix until valve release the update.

I had the exact same problem with the ds, so I started the client, then
copyed the maps over to the ds, then re-launching the server worked.

You're doing it wrong then. Did you start the client before getting them?
Otherwise they will be encrypted.
