VAC is a delayed banning system designed to keep people from coming out with a new aimbot/etc and testing it immediately to see if it triggers any VAC bannings.
Probably catch a lot more people that way in the long run, seeing as the player doesn't get banned immediately. It's also kind of annoying as the admin has to instead deal with it, but well...we get maybe one aimbotter a week...couple keystrokes and he's gone. Not really a big deal.
