It would be a fine system if it:
Had a constant probability of getting an item which would go up or down with
certain actions, and then slowly come back down to a baseline (Similar to
how crit probabilities are calculated with damage).

Actions, for example:

   - Making it more likely when you are winning
   - Making it more likely qhen you top the scoreboard (with like 3+
   players)
   - Making it more likely when you get MVP
   - Making it more likely when you've done a high amount of damage (like
   crit chances)
   - Making it more likely for the character that your playing
   - Making it less likely when you've already got an item,
   - Making it more when you get rows of kills and when dominating
   - Boost chance when you get an achievement, boost it even more if you
   have a certain number of achievements, (well maybe not this!!! since this is
   what valve were tyring to take away!)
   - Decrease chances for every bot on the server!!! (even completly)
   - Increases with the length of time that you play
   - Increases depending on how long you've had the game
   - and base it on previous stats! Valve must store these somewhere.....


This system could be amasing, but it needs *a bit* of work.
