This isn't exactly all that great of a solution, but you can use the plugin found here: http://ampaste.net/m3ce2ad35 (compile on the sourcemod web compiler at sourcemod.net) and it should force a map change at least at the map time limit.
Maybe use a per map config and disable the plugin for all the maps except plr_pipeline.
