I'm getting ~186 per refresh. Are you sure your internet at home isn't
messing up?

I used to have that issue when I had Steam set to a very high rate and the
modem/router couldn't handle the traffic of a mass burst. Now that I've
upgraded to a decent router and bridged the modem I no longer have that
issue, but you could try setting your Steam to 56k and see what happens.
