We've experienced this with other source based games when we listed 'exec banned.cfg' in our server config file, when the banned.cfg contained hundreds of ban entries.
Remove this command from your server.cfg if its present, just execute it once on the command line. It was almost 1:33 delay for this map change. Anyone have any ideas on what could be causing this?
