I've seen and heard of it working for other games, so this could be TF2-specific, or configuration-specific.

Occasional dips in TF2 aren't unheard of, as others have mentioned, and I'd expect to see more of these with only a single core (TF2 servers are a bit multithreaded, and with a single core, you also have the OS vying for resources). Severe problems when running a second server are unexpected, though, and make me wonder if you might have been running out of memory.
