Is there a wiki or reference for the "-threads 3" flag?
Haven't been able to find any info on that.

There has to be something about the configuration that is affecting 
things here. What map are you running?

With the 2-core setup, have you tried "-threads 1" or "-threads 3" on 
the command line?

On the server, try different values for these cvars:

sv_parallel_packentities
sv_parallel_sendsnapshot
net_queued_packet_thread
