Double check, as the default .cfg that ships with the server has the command
in the wrong order.

 

Correct:

net_serverAllowHijacking 0

 

Incorrect:

net_AllowServerHijacking 0

Yes. Turn off the ability for clients to clients to "hijack" the server, and
your settings won't be overruled. This is the cvar that you need to set for
this:

net_serverAllowHijacking 0

The documentation include with the server talks a bit more about this.
