A mailing list is for discussion, if you wanted Valve's official word you're
probably better off mailing a Valve employee directly.

Most of those servers should probably just turn off quickplay instead, it's
a much nicer way to keep out random players if that is the server owner's
concerns. We did that on our most two active servers, not to keep the F2P
players out, but more to make sure that our regulars was able to get into
the server at all (while still letting F2P players join if they wish, they
just need to find it through a server browser).

Other than turning off plugins, it's impossible for valve to intervene here.
You might want to ease people upset about this that players that people who
gets kicked "downvotes" the score of a server, and in extreme cases can get
the server delisted.
