Typically the best solution to this is getting people to close STEAM 
completely, relaunch STEAM and launch TF2. I've found if my STEAM is inactive 
for a while it will lose connection to the item server until I re-load STEAM 
completely, this is irrelevant of just re-loading TF2. Sometimes you also need 
to delete your .blob files. This has been the most successful technique I've 
found to date.
