We shipped a new steamclient.dll, but there were some other binaries that needed to be updated but weren't. This caused steamclient.dll wouldn't load.
On Windows, Steam might use the binaries from the installed Steam client, if one is on that computer. So that's why some people might have worked fine and others not worked.
