You mean creating the Steam.cfg and putting line
PreferredContentServerIDs = "123 150 229" into it method? Its only
preference, might not always work.

Secondly, I seem to remember a way of manually setting what server the

Unfortunately, I also do not remember and can't seem to find it. Does
anyone remember where it was that you could edit a file to manually
put in what server you wanted to pull from?
