I used to run bots and cs source mod. I also had similiar issues. Players 
couldn't join due to reserved slots kicking them out. So i had 18 bots, 8 human 
slots and 1 reserve slot. 27 total. I fixed the isssue by putting 19 reserve 
slots. Though in my case,  bots never left as the mod needed them.
