Those are content server numbers which are listed here
http://store.steampowered.com/stats/content/
There are no IP's listed for any content servers and those IP's are not
listed anywhere either.

from my experience most datacenters are able to isolate specific
patterns or types of data and be very specific about their blocks
rather than just doing a blanket blocking.
Secondly, I seem to remember a way of manually setting what
server the update actually pulled from was posted on this mailing
list. Unfortunately, I also do not remember and can't seem to
find it. Does anyone remember where it was that you could edit a
file to manually put in what server you wanted to pull from?
