All the more reason stricter punishments should be dealt out. If an abusive community continues getting IPs banned, then those are more IPs that people may end up with in the future that are of no use to them.

One problem with IPS, is if Valve bans the IP of a server host, what
happens when someone else gets the IP?

Admins who have a server delisted have to: change IP's, alert their
communities, register quickplay with new accounts, update sourcebans,
probably gameme and maybe more.
The penalty is severe and if you keep getting them delisted they WILL loose their community and will go broke. Its not hard to follow up. Track down the
servers and if they are using fake clients report them to
they die.

Todd the comment of 'plastered' was mainly aimed at servers who throw
several advertisements in to the MOTD and not just one. Anyway, the point of
this post isn't about advertisements.
