You're right, but it's a game of cat and mouse Valve will never win, especially if you look at this big picture wise. Valve monitoring the reports from several thousand servers. I feel like if the punishments for being delisted were modified a little they could be very effective. As it stands, it's just about an IP address. It needs to, in my opinion, for the servers who are repeat offenders, have harsher consequences. If you want to continue doing something after Valve delists you, expect to have your huge steam group disabled.
I understand it's a harsh punishment and some of my ideas are harsh, I really do. And I don't think they should be the first thing relied upon to send a message, but if communities want to be ignorant then Valve should have no hesitations in dropping the hammer.
