Will sv_vote_issue_nextlevel_allowed be used to vote for the next mission?

I don't think the question is "what is Mann Up Mode?", the question is "how does this affect running a server?" Can only Valve run "Mann Co." servers? Can any server that qualifies for matchmaking be a Mann Co. server?
