I've noticed similar behavior on map change (even though my server was at
32 maxplayers and sv_visiblemaxplayers was set to 6).

I also don't think this particular person connected though the server
browser, but who knows, it doesn't say.

Anyway It did not feel good when I was unable to play the game on my own
server :(.

Thankfully this update was released in the middle of the week and Valve
still has time to do some fixes before the weekend.
