Not using quickplay is a pretty dismissive solution to this problem. Servers that lock people into watching the motd and cause player crashes shouldn't be eligible for quickplay imo. Shouldn't be that hard to code up a generator that reads the master list and parses out a blacklist file for those servers with the public cvar set.
