I think what he's worried about in that situation is that there might not
be a way to tell for sure if a server is actually pure or if certain things
are allowed (and just hidden by the admin) to gain advantage in competitive
play. Unless of course a base sv_pure will have the ability to tell clients
that it is actually the base.
