About a month ago, Valve released an update that prevented servers from reopening the MOTD on clients who joined via Quickplay. This prevents Pinion's timers from working on servers joined via Quickplay/matchmaking.
There is little-to-no incentive to host an MvM matchmaking server. With only 6 player slots, it's extraordinarily difficult to build a community. Additionally, matchmaking will usually fill an MvM server quicker than the server browser can l, so you will have no regulars. So that's why my community doesn't host any MvM servers.
