There's also another solution that would pretty much completely fix every problem - allow an MOTD at initial connect, unload that MOTD, and then allow further MOTD windows to be opened up iff the player accepts it.
Seriously, approval-based server redirection has been in the game a while and it works well for the purpose. Why couldn't we do the same for MOTDs?
