Ah it's fine, I managed to fix it. I'd set up the configs fine, however I had forgotten = sign for ConfigSubDir: Should be like this -ConfigSubDir=X.
So for webadmin, ensure the port is set correctly in KFWeb.ini. Ensure that bEnabled is set true in KFWeb.ini (Not PCServer-KFEngine, even though it is present) and ensure you have an admin password set in PCServer-KFGame.ini.
