It might not be a bad deal to announce it at the connection, like the new AM does when someone connects to a server that has allow_client_exec set to 1. So that people are warned prior to connecting that the server has that cvar enabled.

Apparently, there is a growing number of admins that are abusing the client execute features of addons in order to rebind player key binds. Should the addons refuse client exec commands that have "bind" in them or should HLDS handle this? I think HLDS would be the best place for this.
