It does have a minor flaw, tho. The admin will still be able to mess with the existant binding of the console (unbinding it) as well as mess with the users key binding by binding every key to the console. The latter can be avoided by not permitting to bind the console to [a-z0-9]. I'm not sure if preventing the former is worth the trouble.
