The format is
STEAM_<16 bits>:<32 bits>:<32 bits>
VALVE_<16 bits>:<32 bits>:<32 bits>

Its the same internal format as before, its just been split into two 32 bit ints rather than a single 64 bit one.

This change is in effect for 3.1.1.1c servers and onwards. This change was made as is makes the average steam id much shorter in length (character length wise).

And, I don't get this, but when will this change be in effect? I mean,
you can't possibly have Linux servers use one format and Windows server
use the other. What format do current Steam and DoD clients use? When
will it change to the other? Can we get an advance warning?
