Does the x (16 bit) ever change or will it always be Steam_0:y(:z)?

that x will change as Valve releases new products. So NEVER assume it to be constant.

To get the players unique Steam/Valve ID, do you join the xyz (or just
xy) together or since the x may always be the same, ignore the x?

Just use the complete string as the uniqueid, don't try and pull integers from it.
